Rodney Marsh was a professional burglar, wanted for a large number of petty thefts by Scotland Yard. Several years ago, he ‘liberated’ an Indian artifact from the British Museum, later discovering that, while he carried it on his person, he had the ability to change his size and shape into that of a rat for a short period of time. Using this ability, his career became a lot easier, as he could get into places that no other human would fit.
The Ministry took an interest after a number of successful high-profile ‘impossible’ robberies; suspecting magical influence, they identified the culprit and began to keep a close eye on him. Realizing that he could be of use to them, they set up a ‘honey trap’, a robbery that they knew he could not resist, and from which he could not escape, even in his shape-shifted form. Upon his capture, he was given a choice: a life of hard labour in prison, or work for the Ministry.
He chose the latter.
